Question/Problem: Too many processes.

Answer/Solution: No equivalent in 4.3 BSD (Berkeley Sockets Definition) or comparable operating systems. If a Winsock implementation has an upper limit to the number of simultaneous tasks it can handle, an application's initial call to WSAStartup could fail with this error.
